Sir,

GOVERNMENT HOUSE,

HONGKONG. 19th. May, 1915.

I have the honour to submit for your approval

a scheme which I have had under consideration for the grading of Tracers in the Public Works Department. These appointments are not classed as belonging to the Clerical Service though they have hitherto borne the titles of Fourth, Fifth and Sixth Grade Tracers, implying that further Grades exist in their branch of the service, which is not the case These titles were evidently given in view of the salaries coinciding with those of the equivalent grades in the Clerical Service.

·

I have now to recommend that these posts should be made a distinct branch to be know as First, Second and Third Grade Tracers. There are 11 posts in the Department which I propose

to divide as follows:-

3

Grade I salary 8720 to 8900 -

3

Grade II

-

X480 to 8660

5

Grade III *

$240 to $420

all with increment of $60 per annum. The six appointments in the First and Second Grades to be on the permanent establishment and those in the Third Grade to be on the temporary establishment.

2.

The necessary adjustments in the salaries among the present staff, the increase in which will be inconsider-
